Budget Estimation:

It is estimated that RYK requires Rs.1500 crores (approx). About
1/3rd
of funds required will be tapped from existing Government of India
programmes namely Spl. SGSY Swarnajayanthi Shahari Rojgar Yojana,
Modular Employable Skills, Skill Development Centres etc., for designing
and implementing job specific training programmes. Balance 2/3rd
of
funds will be provided by the State Government

RYK Portal is being developed by CGG. It will feature

i. Student registration
ii. Man Power requirement registration by Industry
The registrations will be on -line and can be done from anywhere in the
State / Country. All the youth registered are maintained in a common data
base and industry which registers man-power requirement will also be
maintained in a separate data base. The data will be used by all 5 SubMissions involved in implementation. Rajiv Yuva Kiranalu (RYK)
facilitation centres are being developed at every district to support this
activity.
Rural youth will be covered by EGMM, urban youth in slums who are
the children of urban SHGs will be covered by MEPMA, urban youth
outside the slums and SHGs and all those who have ITI pass/fail
qualification will be covered by Commissioner, Employment & Training.
Candidates with polytechnic (pass / fail) will be covered by the
Department of Technical Education.
Separate efforts will be taken up to cover the disabled SCs & STs
unemployed youth as well.

Strategy for implementation of rajiv yuvakiranalu

The REEMAP will take up
i. Registration of the unemployed in AP,
ii. Mapping of available vacant jobs in the industry in AP and
neighbourinng areas,
iii. Taking up job specific, industry focused skill building
programmes with partnership from industry either directly or
through training partners
iv. Placement of trained youth in private sector.

District Collectors have been advised to prepare “Rajiv Yuva
Kiranalu implementation plan” which identifies jobs available in the
private industry and trade, propose custom designed training programmes
which will result in jobs for youth in the nearby industry.
District Level RYK Committee:
A District Level Committee to plan, implement and monitor RYK is
set up with -
 Dist. Collector – Chairman
 PD, DRDA – Convener
 Dist. Employment Officer - Member
 PD, MEPMA – Member
 Technical education - Member
 Any other member (persons of repute from industry/academia
etc) as nominated by the Dist. Collector
The Committee will meet every week to provide overall direction,
guidance, review and monitor the progress of RYK program.

About Rajiv Yuva Kiranalu

Rajiv Yuva Kiranalu is a programme conceived by the Govt. of
Andhra Pradesh to build job specific skills among the unemployed and
place them in the industry at appropriate levels in a mission mode. The
mission proposes to employ 15 lakh youth in jobs in the private
industry by 2015.
Key stake-holders identified in the mission are, unemployed youth,
government, training and placement institutions and the Industry.
State level arrangement:
To operationalise the programme, Government have constituted
i. High level council ‘Rajiv Education & Employment Council of
Andhra Pradesh (REECAP)’ has been set up under the
Chairmanship of Hon’ble Chief Minister with 9 cabinet ministers,
Principal Secretaries of relevant departments and 10 representatives
of the industry / academia for creating necessary policy
environment and guiding the implementation process.
ii. An exclusive State Level Society ‘Rajiv Education & Employment
Mission in Andhra Pradesh (REEMAP) has been registered to
coordinate the efforts of employment initiative of different
Government departments. REEMAP is fully empowered and funded
to address the common needs of all the sub missions and ensure
that each sub mission performs to its expected level and the
objectives of RYK are achieved in letter and spirit.
iii. REEMAP will function through 5 sub missions;
A. Sub mission for rural employment : Employment Generation and
Marketing Mission (EGMM)
B. Sub mission for urban areas: Commissioner, Employment &
Training
C. Sub mission for urban slums: Mission for Elimination of poverty
in Municipal Areas (MEPMA)
D. Sub mission for placements in Education Institutions:
Commissioner, Technical Education.
E. Sub mission for differently abled: Disabled Welfare Department.
All sub-missions will function under the operational control of

CONCEPT NOTE ON RAJIV YUVA KIRANALU

1. Background:
It has been estimated that more than one crore youth in the age
group of 15 - 35 years will enter the job market every year for the next 15
years in India. A major part of the job seekers are drop outs, matriculates,
graduates and post graduates. Their employability is low due to lack of
both soft skills (communication English language) and technical skills.
Studies done by Confederation of Indian Industry (CII) showed that
by 2015, manufacturing and service sector activities like Pharmaceuticals,
Bio-technology, Construction, Textiles, Health care, Tourism, Retail
management etc., will require 70 to 80 lakh workers in Andhra Pradesh
alone, of which about 30 to 35 lakh will be in the unskilled category and
the remaining in the skilled category.
A large labour force without skill and industry grappling with dearth of
labour is a paradox that we are facing today. Such a mass of unemployed
youth with no/poor employable skills will have a long term negative
impact on the social stability
